Your husband should change his address in passport to Hyderabad

If your husband is living in Dubai then he can send his application for PCC through Indian consulate at Dubai giving the Indian address where police can enquire about his antecedents.

He has to decide about his Indian address to which the local police would be entertained properly to conduct enquiry for issuing PCC.

you can update the new address in your passport so that it can be used as a proof of address and The address in your passport must be valid to show your real address when you use it for Proof of Identity, Proof of Address, or Proof of Date of Birth while travelling.

You can give the address of your parents as they must be living in their own home. In case they ask you about this change or raise objections you may state that the house has been sold and therefore this address.

- As per rule , now PCC may be required from two places i.e. where presently your husband is residing & also the country of residence. 

- Your husband should apply for PCC in Dubai , if he is residing there for more than 2 years period , and submit the same for New Zealand visa purposes. 

- Further, he can give his parents address for PCC from India , if there is requirement for PCC from native country as well.
