Sir/Madam, My question is regarding 3 (three) non-compounded advance increment for PhD degree holders under UGC Rules. That Sir/Madam, I enrolled in PhD course and got registered in May 2010. I completed my PhD and received my result in the year May 2015. I got my promotion to Associate Professor in the 1st August 2011. Am I entitled to get 3(three) non-compounded advance increment for my Ph D degree under UGC Rules? Please, help me!

The PhD regulations, which came in 2010 and were meant to be effective from 2009, made the course work mandatory while doing the doctorate. "The UGC vide its letter dated December 7 has informed that the commission in its meeting held on November 14, 2018, approved that the non-compounded advance increments to such PhD degree holders shall be admissible, along with benefit of number of years required for promotion subject to certain conditions. This has been a long-pending demand of the Panjab University Teachers' Association (PUTA) and career of more than 100 teachers had been hanging in fire due to this," said Prof Rajesh Gill, president, PUTA. She said it was on the initiative of VC Prof Raj Kumar and PUTA that a representation was submitted in person to the Secretary, UGC, by the Finance and Development Officer (FDO) and PUTA representatives in New Delhi. PUTA executive in its meeting on Friday expressed gratitude towards the UGC, Prof Raj Kumar and Prof AK Bhandari. "This will also bring great respite to a large number of teachers in the colleges also," Prof Gill said. The PU auditor has been against the disbursal of increments as he has opined that those who have done PhD with course work and who have not done the course work are equivalent, but increments would be given to only those who have done the course work during their doctorate. But now with new UGC clarification, 106 PU teachers and 137 teachers in Chandigarh colleges are going to be benefitted. Question: Is this relevant?

As per public notice dated 7 th December 2018 it is clarified that itit is applicable to only those who enrolled/ registered / completed PHD before 11th July 2009
in your case you enrolled for PHD in May 2010
The article is contrary to the public notice of UGC which only mentions those who enrolled before 11 th July 2009 are eligible

The UGC vide its public notice under reference No. F No. 28-9/2018(PS/Misc) dated 07.12.2018 has issued clarification regarding admissibility of non compounded advance increments and benefits of number of years required for promotion under CAS is only for the candidates who have enrolled/registered/completed Ph.D degree before 11th July 2009.
Since you have registered in the month of May 2010 you may not be eligible for the said increment.
You may peruse the public notice under reference No. F No. 28-9/2018(PS/Misc) dated 07.12.2018 for more clarity on the subject.
The UGC guidelines that you have referred in your latest post itself clearly states that the candidates who have enrolled/registered/completed Ph.D degree before 11th July 2009 only are eligible for non compounded advance increments and benefits of number of years required for promotion under CAS.
This clarification was issued as a public notice by the UGC in response to various queries that were raised by various people in this regard.
