• Should I pay for import duties seperately

I ordered a graphics card (*1) few days ago from a seller in US. He told me it will cost me 76000 rupees and in that 35% down payment. 
Forwarding the actual message: "Before shipment we will take 35% upfront payment due to The shipping and Handling fee covers TAX, Insurance,  Import duties, Taxes we have to settle before and after shipment to avoid any delay with the delivery". 
He contacted me in few days and told the product is held in Mexico and should pay balance amount. At beginning i resisted but then paid. Today he contacted me again saying i should pay ₹20000 for Customs Duty BCD and only then my package will cross border from Pakistan to India. He told the document will be valid for 4 years. I don't want to import anything else.
₹76000 was paid to an Indian account.
I initially bought the GPU thinking I'll start mining. But now I'd rather use it for gaming. It's too expensive to start mining at this point. Therefore I am assuming it can be classified for personal use.

Since you have already paid Rs 76000 it is in your interest to pay customs duty and take delivery of graphic card

It appears that this "US" man is a fraudster and his strategy of frequently asking for more money for payment of taxes/customs duty at various places/countries exactly resembles like most of the fraudsters around the world. I advise you to immediately give a complaint to the local police station/cyber police station/cyber cell to find out the authenticity of the person whom you are dealing with.

- As per law, the said seller cannot demand you more amount which was fixed at the time of order of that item. 

- Hence, if is looking that that seller is playing with you in the garb of custom duty etc. ,

- You can lodge a compliant online before the Cyber cell against this fraud and to refund the amount. 

- Further, being a consumer you have right to seek that item or to get the full refund if you cancel
