If the police is registering your fir then file a complaint before a magistrate. He will direct the police to either register the fir or he will order the investigation into the alleged incident.

If no FIR has been registered despite complaint to the police you can forward complaint to the superintendent of police under section 154 3 of CRPC.

If they also failed to take any action, you can approach magistrate under section 156 3 of CrPC to get FIR registered and investigation ordered in your case.

If the local police do not entertain the complaint, you may approach the judicial magistrate court with an application under section 156(3) cr.p.c. seeking direction to concerned police to investigate and initiate appropriate legal action on the complaint made by you.

Alternately you can file a private complaint under section 200 and 202 cr.p.c. with the same judicial magistrate court seeking proper action and relief and remedy to your problems.
