Respected lawyers: My father expired in June 2019. I tried to change name of CESC connection from my father to my mother but CESC said to update mutation and property tax receipt. We received updated mutation certificate in December 2019 on my mothers name and property tax updated in May 2020. Due to covid lockdowns we were unable to change the name and we want to do now. My question is if there is any civil or criminal penalty of doing it late ? Is it also mandatory to change the name ?

It is essential that the electricity connection to be in the name of the property owner. Since your mother's name has been mutated and the tax receipts also have been changed to your mother's name from your deceased father's name, she may apply for transfer of name with the department to transfer the electricity connection from her deceased husband's name to her name.
There is no penalty for this delay, the department cannot claim any such thing.

- Since now you having mutation certificate in your mothers name , then legally the said connection can be changed from your father to mother .
- However , it is not mandatory to change the connection , but it is suggested to change the same as now the required documents are in the name of mother
