I have two questions related to eachother
1)Is it legal to do regular study (i.e graduation) with full time job. Job is a shift Duty so that it can easily to manage both the things. And also get the NOC from the employer regarding regular study without affecting the duty hours. 
2) After completion of graduation as per above mentioned, can we join PSU and is it good to tell about above mentioned subject or to hide it..and will they able to check the previous details by UAN NUMBER.

You can do job while studying provided you have NOC from your employer

As long as you attend the regular study as per the academic calendar, there will not be any objection for working during the relevant shift convenient for both. you can comfortable disclose the same during your future employment and the same would be appreciated.

1.If your employment working hours permit you to pursue the regular course of properly and you have been permitted by your employer to pursue the higher education, you may very well proceed with your proposal/desire to pursue higher education.

You may keep the written NOC secured which may be of some help to you in future. 

2. You may very well join in PSU or any other government employment also based on this qualification acquired through  regular studies.

Since you were permitted by your employer to pursue the same, you may keep the NOC issued by the employer safely which may be produced at the time of requirement.

Dear Sir

There is no law prohibiting you from pursuing both education and employment simultaneously.

Since you have the NOC from your employer and timings don't clash it should not be any problem, unless you have signed any kind of declaration stating that you are not doing both simultaneously.

1 As per law, you can do regular study with full time job , if the times of classes not collided with the time of job 

- The employer is under legal obligation to give you approval for study , if you convince that job will be not effected due to your study and its time factor. 

3. Yes, after completing the graduation you are free to join as per your wish even in PSU

- As per Supreme Court , the resignation decision is the employee’s decision, and the employer cannot sue for breach of contract, if the employee leaves without serving contractual notice.
