One of my relative resides in USA on H1-B basis. He has to come to India every 3 years to renew his work visa. What I can do in India to stop his visa? Is there any legal case I can file against him to stop him from renewing his US Visa? I am open to file any type of case against him. Also, I am an US Citizen. If US Citizen file a case against him in India will it affect his visa status? I know everyone has to go through police clearance to get US Green Card. I just want to stop him from becoming US Citizen.

If you are a US citizen then you can very well file a complaint against him in your country i.e., USA itself venting out your grievances and seek to restrict his entry back to USA for the reasons you may rely upon.
Your complaint in India canot be to target his Visa issues. You may have to substantiate your reasons with documentary evidences in India through police and you may not be eligible to file a complaint restricting him to get an approval for his visa permission.
