NO case will file. Don`t agree if you were shifted. And they have proof than with the permission of DIstrict Health Offices. 15 feet movement dose not violate quarantine restrictions.

2. If there is written direction from the authority while changing location then another authority can not question it even if the decision is irregular.

- Since, you was given permission from the district control and health offices , then they cannot lodge an FIR against you legally.

Nothing to worry. It is negligible in the eyes of the law. The Covid  enforcing always harassing the people by one or the other mode. If any such FIR is filed then get it quashed by High Court by filing 482 CrPC petition. It has not negative effect on your future travel to abroad.
