• Related to grant of HRA as per city clasification

I am a Gov. employee in para military forces and my permanent address is Vill-Ratanpur P.O-Nayagaon, P.S- patelnagar, East Hope Town, Dist-Dehradun 248007. presently my dependents are residing in this address. and when i applied for HRA (Reduce HRA for member who is living in barrack at place of posting) in my department they denied Y class HRA stating that Dehradun is under Y class cities but you are living in Vill- ratanpur which is not under Dehradun and paying me 8% HRA for Z class cities. as per Gov. of India MoF Depatment of Expenditure OM No.2/5/2017-E.II(B) dated 07.07.2017. where as Dehradun is listed in Y class cities.
therefore i want to know that my vill-ratanpur which is 15 Km far from Center of dehradun comes under "Y" class of city or "Z" for drawing HRA

Dear Sir,

There may be division of rural and urban area and the detail of the same may be obtained from district administration of Dehradun. You are suggested to file an RTI application to get the authenticated information and if your village is under urban area, you may very well claim the HRA under "Y" category.

More specifically this can be confirmed from the local land revenue office of dehradun.

It is possible that Dehradun City is under Y class while the Villages and other places in Dehradun District are under Z class.

Hi,

You need to provide information from Dehradun Municipal corporation (Nagar Nigam, Dehradun) that your residence at Ratanpur comes under Patel nagar East  Ward(Ward no 71) as per Municipal records and claim HRA allowance under Y Class City. 

The Commissioner, Municipal Corporation of Dehradun will be able to verify the records and issue you the certificate, based on which you can claim HRA under Y Class city.

2. You can raise the objection with higher authorities regarding change of classification just by 15 Kms from centre of City.

Since your residence is located in a village and not in the city of Dehradun, you may not be eligible for HRA applicable for Dehradun city.

You may find out yourself from the Dehradun municipality about the city limits of Dehradun and whether your residence is falling within the city limits, if so, the you may obtain a letter from the local civic authorities to this effect, submit it to your employer and can request by a letter to enhance the HRA as per the certificate issued by the local civic body along with the arrears.

Your area comes under Dehradun district. How can department can have separate map. Only map and boundaries declared by UIO/state will prevail and as per that your residence comes under dehradun district.

The X category will include cities with population over 50 lakhs, and the government servants residing there will get a maximum of 24 per cent HRA per month. Those residing in the Y category cities, that is cities with over five lakh population, will get HRA of 16 percent. The Z category cities are those with population up to five lakh. The government employees residing in such cities will receive eight per cent HRA.
