If the authorities are asking you to deny the additional charge offered to you in writing then you can also ask them to make the offer in writing by an office order or a memorandum.

In fact you cannot deny to undertake the additional charge if the service exigency forces you to oblige with the situation.

Whether there is a prospects for further promotion or not, you may better accept the offer now given to you and utilise the opportunity.

It may benefit you at least for monetary benefits.

Hi

If they have not asked you to take charge in writing then you can also refuse without giving in written.

If they have asked you in written then reply formally in written form.

Thanks

You can not deny such responsibility. You must be given proper training and compensation substantive pay for the higher post.

Whether you are qualified or not it is not the criteria, when the offer is given to you directly, you just accept it and move on.

It will give you a positive note if you refuse in writing, not only that, it impacts your Service Register.

It is your organization to take note whether you are eligible or not.  You just accept and continue.

Good Luck

An extra charge of a higher post would be beneficial for you if they give the facilities given to a class 1 officer. Otherwise there is no use. Give it in writing.
