As per the Rules the installation of a Treatment Plant is required to be done unless the local Municipality makes it a provision to do so on your behalf.

All Resident Welfare and market Associations,  Gated communities and institution with an area >5,000 sq. m should segregate  waste at source- in to valuable dry waste like plastic, tin, glass, paper, etc. and handover recyclable material to either the authorized waste pickers or the authorized recyclers, or to the urban local body.

2)

The bio-degradable waste should be processed, treated and disposed of through composting or bio-methanation within the premises as far as possible. The residual waste shall be given to the waste collectors or agency as directed by the local authority.

It is not necessary because the authorities have already taken steps to hire agencies to collect the waste and dispose the same as per rules framed in this regard in the year 2016

Not mandatory but advisable as soon municipal corporations are planning to implement this.  All Resident Welfare,  Gated communities with an area 5,000 sq. m should segregate  waste at source- in to valuable dry waste like plastic, tin, glass, paper, etc. and handover recyclable material to either the authorized waste pickers or the authorized recyclers, or to the urban local body.

Group Housing Societies have been made responsible to develop in-house waste handling, and processing arrangements for bio-degradable waste.

It is required to have a Waste Treatment Plant (WTP), and that, the same needs to be taken care by the Welfare Association of such big Gated Communities which spread more than 5000 Sq.Mts.

The WTP unit has to segregate the waste viz., dry, wet, bio, plastic etc., with the help of local Municipal Corporation / Private Organisations which specialize in WTP handling.
