Pay protection is available only to employees in the state or central government jobs.
This is a way to protect a person's pay if he leaves one and joins another through the process of technical resignation.
I am sorry but it is not available in private sector or when you come from private to government sector or vice versa.
In case of Joing in oay band [deleted],can a representaion be made for keeping at lowest of band.even with high number of experience. Specially when in advertisement following is written LEVEL OF INDUCTION:- Depending upon qualification, area / length of experience [including 2 years experience in immediate lower scale for PSE /Govt. Employees] as well as Upper age limit and performance in the Interview, as the case may be, the selected candidates will be considered for suitable placement. Higher start may be considered in case of deserving candidates in the same scale.
This all is dependent upon discretion and/or rules of the department. If the rules are silent then a government may notify this and give an enhanced pay scale to those who have prior experience.

This facility or privilege is available only for employees tendering technical resignation from a government/PSU and joining in a similar government/PSU organization.
