1. Any pay protection for employee joining from Private Sector to PSU.
2. If option is available how to proceed with representation.
3 what is legal remedy.

Pay protection is available only to employees in the state or central government jobs.

This is a way to protect a person's pay if he leaves one and joins another through the process of technical resignation.

I am sorry but it is not available in private sector or when you come from private to government sector or vice versa.

This all is dependent upon discretion and/or rules of the department. If the rules are silent then a government may notify this and give an enhanced pay scale to those who have prior experience.

There's no provision in law for pay protection to an employee joining a PSU by resigning his employment in a private sector. 

This facility or privilege is available only for employees tendering technical resignation from a government/PSU and joining in a similar government/PSU organization.

pay protection is available if you are joining from govt to PSU or from PSU to govt or from PSU to PSU

Pay protection is not available to employee joining from PS to PSU.

It is available to State / Central Government Employees.

2. In advertisment it is clearly mentioned that Higher Start can be considered and not higher start will be guaranteed so you cannot claim pay protection.
