Is there any Idea to get License for start up an escort service business which is not under the criminal activities ?
You would not get licence for starting escort services

Prostitution is crime and prohibited in India and is punishable so don't even try to ask for any such licence
1. Apply to the District Police Commissioner /SP office, for permission to start "Escort Service", by giving all relevant details, name of staff & verification etc....
2. Other statutory compliance's /formalities would need to be completed too (PF, ESIC, GST, S&E, etc.... as applicable).

Please venture int hundreds of other lawful business in which profit is no less than this kind of immoral and illegal trade.

So blind our Indian Laws. A Married woman can do sexual relation with any man and now it is legal from previous year. It would not be crime to her husband and family. Any man or woman above 18 years can do sex without any permit. So this is the indirect permission for Escort services. So legal system was now " na ghor ka na ghat ka ".
Sexual relation with concent however the escort service is prostituting for consideration which is prohibited. If you are happy to go for having sex which is not in the prohibited category including the decency then there is no problem.
See firstly adultery is not legalised it is decriminalised given many reasons husband can still seek divorce on the ground because law was arbitrary as per SC judgement.
It is true adultery is no longer an offence and no case can be filed against spouse under section 497 of IPC
however no licence can be granted fir escort services
If you have any objection to the present law, you can file a PIL challenging the law before supreme court.
First of all differentiate between the escort services and and having a relationship between a and and woman who are desirous of having the same with each other. This relationship was declared as not a crime by an order of court, hence there should not be any controversy over this.
Escort is paid service and promotes prostitution. Cannot be equivalent with relationship intimacy of whatever kind.
And for your information, married women having a relation was never an offense but for a men who had relation with married women.
And married men can haves relation with any, no offense. And this discrimination is declared unconstitutional.
