1. For any deficiency of services as per stipulations in the sale deed or the sale agreement , you have the remedy before the consumer forum.

2. So depending upon the value of the property you can choose the consumer forum having the territorial jurisdiction over the subject matter of the dispute. 

You can file case in RERA and consumer forum as now. In consumer forum the case can be declared issue fast than any other court.
