Matter is locked with HC, now only HC has the jurisdiction to entertain your application to permit foreign visit and issue of passport. On due security, court may grant you permission.
NOC for passport
My appeal is pending for 15 years in the high court. I wish to go for some scientific presentation for a week to Male. I had earlier got a passport in 1995 but due to some technical reasons, they instructed me to surrender the passport, which I did. How can I get the noc for passport making, I mean which court will permit and what would be the process?

See if appeal is pending before high court you may file an application before the high court for direction for passport.
you have to request for NOC from high court
2) in the application to be made to court you have to mention the details of case pending against you
3) you have to mention that as per GSR 570(E) datei25.08.1993.no objection certifcate from court is required for issue of passport
4) pray that permission be granted for issue of passport
If your case has not been taken up by the High Court you need to get that case listed so that it can be hard and you will get high court order in this regard please check with your advocate if this case is still live.
If there is a criminal case you need to approach magistrate for noc. As your appeal is pending you can file miscellaneous application in the same in HC for noc
1. Move proper Application for permission to get passport and travel for your mentioned purposes, by giving undertaking to comply with court conditions and giving surety. Furnish your Income Tax Returns and any other documents pertaining to your Assets /Investments.
2. Do the above in the same High Court, where appeal is pending.
If there is any case pending then you will have to apply before the Magistrate to get permission to apply for re issue of the passport.
Once such permission is given you can apply for the same in which cases the validity of the passport does not extend beyond the period of one year.

File application before high court.
You need to file a writ petition in high court for NOC for passport and permission to travel abroad as the case is pending before High Court.
Whichever court the passport was deposited is the court that you may have to appraoch for NOC to apply for re-issue of passport if the passport has become invalid now.
You can submit an application requesting NOC as well as permission to travel abroad on a temporary visit.
