The NRC or citizenship issue in general has no connection with the change of name.

So one can always change his name at any point of time but under the uncertainty over the NRC or citizenship acquisition it is better not to change the name but you can make an affidavit and then make the newspaper publication to remove the noamaly on spelling errors of sing of different names on different public documents. 

You are at liberty to change name by notification in official gazette and local newspapers 

it would be valid for NRC
