Noise from tenants upstairs/non-cooperation
Hi, I'm the owner of the apartment I'm living in and have been living here for 10 years. Some tenants moved in upstairs a year ago. They have kids that are very unruly and extremely noisy, running around and making noise till 12 at night. This makes it difficult for me to sleep or read or do anything that requires some quiet.
I have made attempts to speak to them politely 4 times. Each time I have followed my talk with them with an email to the house owner. Each time I tried talking to the owners and requested that they ensure there is minimal noise after 9pm at night, they have responded rudely, yelled at me, said the noise will continue, and slammed the door. I have videos of two such encounters where the wife is yelling at me and questioning my marital status and if I have children of my own...and proof of the emails I sent to the owner.
I need to know what legal recourse I have because living in this flat has become unbearable with the amount of noise these kids make throughout the day. The owner has pretty much been unhelpful and has asked me to complain to the associate office - and the association office says they will take action if the noisy tenants were bachelors who were making noise after getting drunk.

Thank you for all your suggestions and advice, much appreciated. My first preference would be to work this out amicably and I have tried my best. As a last step (following my initial question here), I had emailed the association and asked them to intervene. They then contacted the house owner and the tenant and suggested that they resolve this issue amicably - I haven't heard from either party. Although the noise level has reduced, after 9 pm it seems like they make noise on purpose. As some of you mentioned, yes, I know these are kids making the noise, but adults are also involved in the issue. The parents have refused to cooperate. The last time I spoke to them, the wife was out in the corridor yelling so loudly that she woke up other neighbors (at about 9:50 pm - I have this on video) - doesn't this constitute public nuisance? If I do proceed with legal action and send them a legal notice, what are the next steps? Is there something a court of law could do to make them stop? These children are running around, jumping, and playing and throwing things from 12:30 in the afternoon (probably when they get back from school) till midnight...and longer if the next day is a weekend or holiday. On weekends, it's a racket! I have gone to bed several times with ear plugs...I have tried playing music...but nothing helps. This is not the way to live in my own property.
