When you appeared in exams you were aware that only marks in interview would be considered

any changes can only be prospective in nature

3) don’t file any writ petition against commission

4) litigation is long drawn and expensive proposition

Could have file writ in HC but rare possibility of success. You was informed in advance that interview marks shall only be consider for selection, so after taking part in exam, challenging the recruitment rule in not maintainable. Rule of Estoppel will apply.

And fresh for fresh recruitment, govt. has sole prerogative to change/amend recruitment rules.

You should file a writ petition in high court against the change of criteria due which you were disqualified on basis of earlier criteria and you should be considered as qualified as per change of criteria.

- Since it was already mentioned in that particular advt. , that only Marks scored in interviews will be counted , hence after signing the required application form , you have admitted that condition as well.

- But otherside , Rajasthan Public service .. cannot change its criteria of selection occassionally.

- You should approach to the Rajasthan High court based at Jaipur after filing a Writ Petition with the help of a lawyer.

This a policy change.

The policy existed at the time you gave examinations was different and now the same is totally different, you are bound by that policy alone and cannot claim any rights on this based on the change in policy.

You may have to apply for the same once again based on the change in the policy now if you want to get employed.

In my opinion you may not be entertained by any court with any such case, considering it to be a vexatious claim.

However if you still insist you may file a writ against the commission before the high court.
