I have worked for 4 years in Municpal corporation of Delhi (MCD) as Je civil from 2009 to 2013 ( [deleted] GP 4200).
 Tendered technical resignation with lien i left MCD to joIn AEE CIVIL IN BORDER ROAD ENGINEERING SERVICES through UPSC ([deleted] GP 5400) . Worked there for almost 2 years from 15 july 2013 to 30 june 2015. Applied for Resignation through proper channel with NOC to join UP IRRIGATION as AE civil through UPPSC but they didnt give NOC . 
Worked in UP irrigation as AE civil ([deleted] GP 5400) for 3 years 8 months i.e Sept 2015 to June 2019 then through proper channel resigned from the department to join AE civil in MCD through direct recruitment. 
In all above transfer/shifting of department i didnt add my teras of service in any of my service book. I want to ask whether can i now while working in MCD apply to my periovous departments for addition of number of services in the present service book of present department?

Yes you need to apply the same you will require the same while application for your PF

A perusal of your post discloses that you did not work for a period of 5 years at one place, as such, you cannot take plea of Gratuity.

In case if you have carried forward your EPF from earlier services and still your EPF account is in tact, you have chance to request your present employer  to consider your earlier service.

Take a chance, final decision is your employer's.

As you have joined in each of every department adopting proper course of action /resignation then adding of service and non adding of service does not have any significance because once F & F has been taken then there is no lien on employer either to treat your previous service, so no benefit nor is there any burden on them.

No you cannot add previous employment in service book if you joined new organization after resigning from previous employment.

Your most current employment where it is no objection certificate is obtained and supported in employment it will count in your working experience rest of the working experience will not be counted as you have not provided the no objection certificate while joining the jobs as in those cases the pay parity was not maintained

Every step in a Government servant's offical life should be recorded in his service book and each entry must be attested by the Head of Office or if he himself is the Head of Office, by his immediate superior.

As per the Ministry of Finance OM No. 3379-E.III (B)/65 dated the 17th June,
1965, the resignation is treated as a technical formality where a Government servant
has applied through proper channel for a post in the same or some other Department,
and is on selection, required to resign from the previous post for administrative
reasons. The resignation will be treated as technical resignation if these conditions are
met, even if the Government servant has not mentioned the word "Technical" while
submitting his resignation. The benefit of past service, if otherwise admissible under
rules, may be given in such cases. Resignation in other cases including where
competent authority has not allowed the Government servant to forward the
application through proper channel will not be treated as a technical resignation and
benefit of past service will not be admissible.

This benefit is also admissible to Government servants who have applied before
joining the Government service and on that account the application was not routed
through proper channel. The benefit of past service is allowed in such cases subject to
the fulfilment of the following conditions:-
a. the Government servant should intimate the detalls of such application
immediately on her joining;
b. the Government servant at the time of resignation should specifically
make a request, indicating that she is resigning to take up another
appointment under Government for which she had applied before joining
the Government service;
c. the authority accepting the resignation should satisfy itself that had the
employee been in service on the date of application for the post
mentioned by the employee, her application would have been forwarded
through proper channel.
