This land shall vest in deity only and you being successor of grandfather is only a care taker. Any personal use is illegal except limited construction which can be use by care taker to live.

How this land was acquired by your grand father ?

Yes it is legal to construct the house on Temple property as a care taker of temple but it will be better if you take permission from the authorities.

You cannot buy the temple property.

If you are in possession of temple property by any reason, constructing a structure over it would attract the sore eyes of the authorities concerned and they may immediately issue a notice to you and get the same demolished.

Hence better not to venture into such activities.

If you have purchased the temple land by a registered sale deed then it becomes your property, if not then it would be an illegal act to put up a structure over the land belonging to someone.
