One OCI has purchased agricultural land in India by starting one pvt ltd company and on that name , he purchased land . whom should I complain? RBI or NCLT? and how ?

See if company is engaged in agriculture and the company has taken necessary permissions then no complaint is maintainable otherwise you can complaint before RBI.

1.  FIRSTLY, file a written complaint with the District Collector's office and have the Land confiscated, since agricultural land purchase by a Pvt. Ltd. Co. is possible only after taking due permission from the collector office.

2.  AFTER above, complain to RBI and Income Tax Dept., for investigation & prosecution.

It has recommended a company owned and controlled by an Indian and having foreign investment could directly buy agricultural land from farmers. However, a company controlled by a non-resident will be able to buy such land only after it is converted to non-agricultural land.

So NRIs cannot purchase any agricultural land or plantation property.

The complaint can be submitted to the land revenue department or the district collector who will order for investigation and initiate proper action as per law to seize the property
