registration has to be done within maximum 8 months of execution of release deed
it cannot be done after 17 years
But there is no transactions from 2002, and I think there is chance to impound this document by Section 33 empowers the court, acting as the protector of state revenue, to examine and impound an unstamped/insufficiently stamped document.
You cannot change khata of property by using unregistered release deed as it has no value without registration.
See you need to apply before the municipal/revenue authority along the deed for mutation in your favor. Further since the deed is not registered the authority may deny.
Unregistered release deed will not confer title to you to the share of property that was transferred to you vide the said deed, hence you may not be able to transfer the khata by this deed, you may have to ask that cosharer to execute a registered gift deed once again.
