Can we challenge the not following of finance rules made under Haryana Panchayati Raj Act in High court through writ petition?. What is the procedure of doing that?
Is there any need of giving representation to BDPO before going to High court?

Yes you can challenge the same.  If you give a notice to bdpo before the same it will be ideal

Before approaching HC, Representation is advisable, as in such cases, HC also orders representation. Writ of mandamus will file to enforce and to compel performance of a particular act by a governmental officer or body, to correct a prior action or failure to act."

Who is not following the rules?, do you have any evidence for that?

Are you an affected party or aggrieved by this non-compliance of rules in this regard.?

Without any direct impact to you on this, you may not be entertained with a writ petition, however since you have not given full information for a proper opinion, it would be better that you consult a local advocate on this and proceed.
