Can we challenge the not following of finance rules made under Haryana Panchayati Raj Act in High court through writ petition?. What is the procedure of doing that? Is there any need of giving representation to BDPO before going to High court?

You are at liberty to file writ petition in HC if rules made under panchayat act have been violated
you can before filing writ make representation to authorities to follow the rules laid down under panchayat act
