Yes the caste certificate are illegally obtained and action for same can be initiated agaisnt the concerned person.
File a complaint before the SDM and district collector and they shall order for FIR agaisnt said person.

Ladies & gentleman, Can ONE person possess / obtain two different (SC & ST) certificates ? A Indian railway's retired employee, during his service had obtained 2 caste certificates ((Hindu Vakmiki - ST) and (Hindu Bhovi - SC)) for his son in HUBBALLI city, Karnataka.Can legal action be initiated ? If YES , under what section / clause or How? I have those certificate copies and his service certificate. Thank you Nagaprasad

Why u have 2 cast certificate from 2 states it's is illegal and it's crime in our country. For ex: If u have OBC cast in ur state then ur not turn to open cast or dalit/sc or nt cast from different state ur still remains OBC .. U can apply only once for ur government documents (proof)in any state like passport /aadhar card /pan card/voter id/driving licence/cast certificate etc. U can change ur address on perticuler documents.
No one person can obtain a single caste certificate only. Its a fraud to contain 2 caste certificate by single person
1. It would be a Criminal Offence of Cheating, Misrepresentation, Breach of Trust, etc.... for obtaining Two different caste certificates, by false declarations to the Govt. Authorities.
2. A Complaint annexing the two certificates can be lodged with the vigilance dept, of the railways for relevant investigation and prosecution.
No a person cannot obtain caste certificates for two different castes.
Yes you can lodge an FIR against that person and also send a written complaint to his department.
You can give a representation/complaint along with the documentary evidences to the office of the employee about this.
But what will you be able to do or harm the retired employee now, no action would be initiated against him at this stage especially if both the certificates provide him the same concessions and privileges.
