The notice period was very short and can be challenged via a writ petition. The commission has to give sufficient time to the applicants to be informed and reach the venue.

Dear Sir/Madam, I do not really know whether my situation comes under Constitutional law. But I need help regarding the following problem: I sat on an exam conducted by West Bengal school Service Commission for the post of Upper primary Teachers Recruitment in 2015. After I had passed the written examination I was called for my Certificate verification in 2018,which I attended. Recently, on Ist July,2019 the Commission published the names of eligible candidates for Personality Test in their official website. Neither it was informed in Newspaper nor through my email or phone. so, in spite of I was selected for the personality test I failed to appear on the day ( on 2nd July, just after 01 day of uploading the result). I found my name on 4th of July and deprived of getting chance for no fault of me. Kindly advice what to do now. Thanks & Regards, Moumita Sarkar,

Well, in was on you keep regular follow up. Well, no big deal, in such cases, candidates who lapsed were given another date. Follow up and submit your request. IF negative response, file writ in court than court will direct.
Go through all relavant documents of exam and check whether there is any information regarding mode of communication to the applicants. If nothing is there as to communication throuth website, you definetly challange the process alleging you was not properly communicated for personality test and for adequate and proper relief.
Thanks for the response from Mr. Rahul Mishra and Mr. Yogendra Singh Rajawat. Noted the advice. I have already send two letters to the Chairman of the Commission requesting for an alternative date. But no response came . Nor even I could know whether my letter had been received by the office. I send the letter through speed post.

You have to take some burden, give personal visit, will be more effective.
You can file a writ petition in high court for challenging the same
Dear,
As you mentioned that you already send notices through speed post.
I suggest you to go personally there and submit your grievance there and take
receipt from official.
If they can't solve issue before final result then file writ petition in high court, as early as possible.
In today's time publishing names calling for appearance for personality test through official website is valid public notice and there is no separate intimation through newspaper or personal email is required unless it is specifically mentioned in the Rules set for conducting such examination.
Anyway since the gap for personality test was only for 1 day you have fair chance to challenge this decision.
So send them a written representation and thereafter file writ petition in high curt to get the job.

you can file writ petition in high court against them without notifications they cannot conduct personality test..
If you were keen on this appointment you should have followed it up vigorously .
Blaming the system is of no use, the system will work like that only.
You may not get any relief even if you approach high court with a writ petition in this regard.
But you can always make a representation explaining the circumstances due to which you missed this great opportunity and may request the competent authority to re conduct the said test, whether your request will be acceded or not is not confirmed.
You should not remain silent just by sending the letter to the authorities concerned, you should be alert enough to contact the department through some sources if at all you would like to achieve something.
Even slight casualness from your side may not fetch you the desired result.
Hence you may visit the office and enquire the status of yor application in this regard.
