Issue a legal notice to your wife and after that file a divorce case in family court. Contact a local lawyer.

He can file divorce if he wants.  As the house is not in his name nothing can be done. 

aap ke bhai ki wife ke naam par property hai to wo  uss property ke owner hai agar aap ke bhai ko wo waha se nikal diya ho to aap ke bhai kuch nahi kar sakte hai lekin agar aapke bhai ko unke sath rehna ho to aapke bhai ko section 9 RCR file karna hoga. 

agar aapke bhai ko divorce chahiye ho to wo divorce bhi file kar sakte hai 

Ap/apke brother ko police ko approach karne ki koi zaroorat nahi hai.

Apsi sehmati se vivaad suljhane ka prayas kariye aur agar fir bhi baat nahi banti, tab aapke brother Court ja kar ghar me rehne wife ke sath rehne ki arzi laga sakte hain.
