A man or a woman can refuse anytime and refuse to marry. There is nothing you can do except claim damages against that person if you have incurred expenses on account of that person saying yes.

Yes it depends on the situation and you cannot force her to marry you it depends on the Cardinal relationship and their agreement between two individuals to get married if there is something disturbing then the marriage could be called off

The matter is as follows: My sister is being mentally tortured by her classmate since the day she refused to marry him. He was recording all her calls, conversations, collecting her personal info (like my parents phone numbers and my relatives phone numbers which he took from my sisters phone) from the start.Then he started threatening her every possible way(that he will kill her brother(me), or her family or will create character-less image of her in society or send my father selfies they have together). He used to blackmail my sister to meet him or else he would come to her room(me and my sister live on rent, far from family). She never told it to me as i am younger than her. But when i got to know, i personally talked to him, he threatened me that he will make an example of my sister in the society. Then i went to police and talked about whole matter but we didn't lodge an FIR because he gave in a written paper that he will not do it again. Everything was fine, but he started doing it again. I can go to Police but i wanted to know whether it will put us in compromised position as my sister said yes to marry him once initially?

Case can be filed against the boy under section 354 D of IPC for stalking , under section 506 for criminal intimidation

You should know that marriage is religious alliance and not a commercial contract. Here promise does have any legal force even if one makes promise hundred times.

Dosen`t matter, if she said yes and later denied and for any disturbance she can complain to police. IF girl denied still boy calling, criminal offense, polcie will arrest him.
