Can a woman say no to marry a man even after she said yes once? Can a man used that statement against the woman?

A man or a woman can refuse anytime and refuse to marry. There is nothing you can do except claim damages against that person if you have incurred expenses on account of that person saying yes.

Yes it depends on the situation and you cannot force her to marry you it depends on the Cardinal relationship and their agreement between two individuals to get married if there is something disturbing then the marriage could be called off

You should know that marriage is religious alliance and not a commercial contract. Here promise does have any legal force even if one makes  promise hundred times.

Dosen`t matter, if she said yes and later denied and for any disturbance she can complain to police. IF girl denied still boy calling, criminal offense, polcie will arrest him.

If she will file complaint, police will prohibit him, still he repeats than tell her to file proper FIR. As of now, just a warning complaint.

You better visit the police station once again along with your sister and register a complaint agaisnt him because he will not amend his character or habits and he may pose threats constantly.

If he turns a psycho due to the disappointment, he may even harm you or your sister  and there is a danger to your lives, hence better act swiftly to book him and register a FIR so that he is brought under control.

Yes everyone has right to say no after saying yes for marriage and no one can force that person to marry.

Your sister should lodge an FIR against that person for criminal intimidation stalking mental harassment blackmailing etc 

This will not put your sister in any kind of pressure to marry that person.
