Police must have filed charge sheet.

Directly apply in court for certify copy of investigation report and all docuemtns. And under RTI you can get copy PMR directly from police.

You can file a petition before judicial magistrate court within that jurisdiction seeking direction to the concerned police to furnish the desired details including the post mortem report.

Alternately you can also obtain the same by filing an application through RTI act

You can get the Postmortem Report of your husband through RTI. But if they still does not provide you the report. 

You can file a writ petition in high court against punjab police.
