Since you have SC certificate from Maharashtra apply for certificate for daughter from Maharashtra only
Chattishgarh came in to existence in 2000. Apply for domicile certificate - general residence proof and on the basis of it caste certificate will issue.
Any person could obtain this certificate, provided that he/she is a resident in the State for the last 10/15 years.
A domicile certificate must be obtained for your daughter. Every state has certain rules which a person has to fulfill in order be declared a domicile in that state. Get hold of those rules. They must be available with the state govt.....collectorate office. Then apply for the same there.

If you have native place in the Maharashtra and your brother is living here plus if you have your father's and grandfather's caste certificate documents like school leaving certificate than you can get it here caste certificate.
Since you belong to SC community and basically hail from Maharashtra, why dont you get the community certificate for your daughter from Maharashtra if the Chattisgarh rules do not permit you.
You may carry all your documents to Maharashtra to your native town and apply for community certificate from that place.
