Is competent authority of police deptt.in west bengal bound to give permission for higher study for 2nd time ma in the same subject 1st ma in the same subject was done before getting service second one is intended to do after service. plz advise me with proper quoting of wb service rules.

Competent authority is not bound to give you permission for higher studies
1. If the studying a course is regular and not through correspondence then taking permission from competent authority through proper channel is mandatory.
2. Now it is not clear why you would like to do post granduation on same subject unless you failed to clear on the first time.
3. If you failed on first time then such permission is likely.
4. Else second time permission to repeat the course is not likely to be allowed.
i have done my MA in history as regular candidate before entering in police service but my marks was less than 55%.Now after enterning in police service i intended to do MAOn the same subject to secure more than 55% marks for my better career being a lady. kindly advice me if i submit prayer for NOC to my competent authority to to do MA on the same subject through distant mode then are they bound to give permission for the same for my better career.

You can apply for permission but they are not bound to give you permission
They should give but they may not. You need to approach court if not given

It is not mandatory to get NOC to join any education course. Any activity other than not intended for money, nor consuming the office hours would not require any NOC.
you are bound by Service Rules and it is in the interest of employees to get permission from the Head of Department before doing education. Regular courses are not allowed during service period. Or else disciplinary actions are invited that may get concerned into trouble..
At the time of submission prayer for NOC to the competent authority for 2nd time MA on the same subject for better marks through distant mode without hampering govt. duty.i only mention intend to do further MA through distant mode.but i did not mention details of my 1st MA on the same subject which was already entered in my service record. plz suggest me is it a matter of supression of fact to the authority and due to this they may reject my prayer for NOC.

No I dont think so it will reject your prayer. You can say that it was not advertently done

But now i intend to do MA on the same history subject for better result to enhance my future career. In this regard i have apply to my competent authority for NOC to do further MA on the same subject.But unfortuately in my application for NOC i did not mention details of my previous M A which was already entered in my service records as such i have only written i am willing to do further MA in history through distant mode.So, kindly advise me is it a matter of suppression of fact to the authority and may they reject my application on this ground or may they allow me to do further MA on the same subject subject to the condition without hampering govt. duty. No, NOC letter dose not require previous education.
You can only take a defense that the suppression was not voluntary and intended
If you are working in the police department then you need to obtain permission from the competent authority for pursuing any higher education, whether it is repeat studies or a fresh one.
While in service as an employee of the government department, you need to obtain permission from the competent authority to pursue higher education.
Whether your department or the competent authority are bound to give you permission or NIOC is not the question, you are required to obtain permission to pursue any higher education afresh after joining the service.
Since you are seeking permission for higher education there is no need to mention about your previous qualification in the application, that is immaterial.
You can make a simple application seeking permission to pursue higher education.
It will not be considered as a suppression of material facts.
It will be considered as a fresh application for pursuing higher education.
If you are in the WB state police services then you have to take permission from the superior officers. If you don't they can suspend you.
He is not bound to give permission although you can challenge his decision.
You dont have to tell them that you did MA before although it is against you if they know.

A competent authority is not bound to give any permission for higher studies to his sub ordinate but you need to get permission for doing any course after you get a job.
If you would like to go for improvement of marks then why don't you fill the form for improvement if the time for improvement is left with you.
