Was he working in the prison department?

At the time of retirement he may have to comply with lot of formalities so that he can get uninterrupted pension lifelong and also your mother can get family pension after his lifetime.

Is he having any problem to submit the requisite forms?

He can take assistance from any senior employee retired from that department recently in this regard.

Since he was working in the prison department, he may have to comply with the necessary formalities as per rule and law in this regard.

He may only suffer with problems if he is not complying with the formalities properly at this stage.

These are the Rules require to be followed and necessary is needed to be submitted for completing the formalities.

Unless and until the necessary are not available it is to be submitted so the authority can proceed to release his pensionary benefits.

If you inform the difficulty in submitting the papers and the reason why then further advice can be given.
