See you can give a notice the person from anywhere but the suit can be filed at place other party is residing so as per GPA if other party address is  TN then file suit there.

Immediately approach police and also get issue a legal notice to him.  GPA is your agent and whenever he receive any consideration on sale of property he has to pay the same to your and get acknowledgment from you.  Without your acknowledgment it can not be said that amount was paid to you. You can file civil case at Hubli where you resides.

You have to issue a legal notice first. Please send it to his Mumbai address as well as to his TN address, demanding immediate payment of sale proceeds together with interest. If there is no response or no satisfactory response, you may proceed to file a suit for recovery of your lawful dues, based on the GPA. The suit has to be filed at the place where he received the sale consideration or at the place where the defendant normally resides, in consultation with your lawyer.

The legal notice can be issued by a lawyer from anywhere, and not necessarily from the places mentioned, by way of clarification.

Whatever address of the principal is given in the GPA shall be the place for cause of action or you may file the recovery suit at the place where the property is sold.

Yes you can send legal notice ASAP because as the time goes your claim will weakens and you should mention in legal notice and also in complaint to police that you came to know about the transaction in March 2019. And the transaction was of 2016
