I am going to start a "door step services"startup like "urbanclap",with the help of website and mobile app,
 so what are documents,permissions are necessary from Govt ?

You can register company under provisions of companies act 2013 for carrying on door step services 

 

2)you have to register your trademark 

 

3) you need to mention terms and conditions for using your website, privacy policy etc

There are no as such government permissions you can register a propritoership firm make such agreement with the service providers.

Further you can take PAN and GST number.
