You have to file an application for land use change in the district tehsil. The land use can be changed after that and commercial activities can be carried out on it.

I want to convert the land from agricultural land to non agricultural land but i have purchased the land from a protected tenant who paid 40 times the revenue to the collector to get the ownership of land under section 38E of Hyderabad tenancy act 1950 then the land was transferd in the name of tenant ,.......varg 1 on 7/12 I want to convert the land from agricultural land to non agricultural land does it still come under Hyderabad tenancy act or kul act 1950

Depending upon the location you need to approach the municipal corporation office and apply for conversion. If you are land owner then one time cess will be payable by you which will be determined by the office therein.

That's information you will get in sub registrar office as it depends on the actual details of your land
once tenant has become owner of land he is at liberty to sell the land
2) conversion charges for agricultural to NA make inquires with the collector office
1. Since the land is absolutely "Free Hold" Title-Ownership Land, it can be safely converted into NA (subject to zonal rules), AFTER paying NA premium, as may be decided by the district collector, during proper hearing into the matter.
2. Usually it is 3 times the prevailing rate of the agricultural land. However it is at the discretion of the collector.
For conversion of agricultural land to NA you may have to approach the District collector or the district land revenue department who will be having a set of rules based on the nature of land, category and set of rules permitting the conversion or rejecting it.
The charges applicable and the other formalities that are to be complied with in this regard can also be clarified from the local authorities since it involves local laws and rules.

Since this is a revenue land bought by the seller undo some special act and had been in possession for a stipulated period till it was sold to you, it may come under that purview.
However you may approach the land revenue department in your collecterate and clarify all your doubts including the details for conversion, you will get proper guidance instead of being misguided by some irrelevant information obtained from various sources.
