• My uncle claims that the land is of government and he is threatening to get it measured

After my father's death land is transferred to me and my mother's name. what I should do to get clear that how much land belongs to me.who have the authority to measure it. and certify it.

the agricultural land comes under the revenue department and hence the local officials have the authority to transfer the land in your name and measure the land if necessary. the kaanungo and patwari should be contacted.

See if the property is an agriculture land and fall in revenue records after father demise based on the death certificate you can apply for mutation of the property in your and your mothers name and further can file an application with Tehsildar to pass an order to get land measured and demarcated.

2. In any event you can engage a land surveyor and get your land measured. there is no difficulty in engaging private surveyor to take stock of the land you own.

1. You can ask the tenshildar to demarcate the same. 
2. The tehsildar can appoint a land surveyor and he can measure your portion of the land. 
3. If he does not listen then file a complaint to the collector, then last option is to approach the civil court. 
4. The land officers have to measure the land and hand over the same to you because later ownership disputes could arise.

If you father purchased this land by a registered sale deed or had inherited from his father or had been allotted with this land, then he should have clear and marketable title to the property.

If he had the title to property then there should be a schedule to the property by which you can come to know the total extent of the property.

In the total extent of the property, your father's legal heirs consisting you, your siblings and mother shall be entitled to an equal share in it.

On an amicable partition among yourselves, you can call the surveyor to measure the same and allocate the share to each successor accordingly.

If your uncle is threatening you about this, you may better clarify from the nagar nigam itself about it.

If you do not want to visit nagar nigam about this then you may go ahead with the construction, let the authorities come and inspect and issue a notice after which you can face them legally.
