Presently my father is a state govt primary school headmaster in Odisha, but not direct recruited. He joined as a primary school teacher. And his annual income is 5lacs p.a. And my mother is serving as Head Constable in CISF. And her annual income is 5.4 lacs p.a. So total income of my family is exceeding 8 lacs. Do I come under OBC NC Layer? Because I have heard that for govt employees status is seen not salary. Please clarify my doubt.

For govt employee status is considered and not income
2) in your case father was recruited as class 3 employee and not promoted to class 1 at age of 40 years .
3) your mother is also class 3 employee
4) you woukd be entitled to OBC NL certificate
OBC Creamy layer : Who has yearly income more than 8 lakhs or Government Employees of greater than class 3 are not eligible for OBC Quota.
OBC Non-Creamy layer : Who has a yearly income below 8 lakhs or Government Employees of Class 3 or below class 3 officers are eligible for OBC Quota.
Since your father is a rank promotee and had joined as grade-III, and also your mother is just HC in CISF and since both are government employees, the salary income is not taken into account for computing the annual family income, hence you are eligible for OBC NCL category concessions.
