I hv applied for OCI from sydney (Australia)since jan 2018. They are not issuing me OCI and application is still pending. What could be the problem? I also had fir against me in india, that has been quashed just 2 weeks ago. Who should I approach to fix this matter?

Normally takes about 6-7 weeks for issue of an OCI Card.
As the delay caused in your case is more than eight months, you should file an application under RTI act to the ministry of external affairs in order to enquire the status of your application.
It take 4-5 weeks for issuance of the OCI card if after that it is not received then contact the embassy Indian in Australia and they will inform you the status. Further you can also file a RTi for knowing the status,
per instructions received from Government of India, due to technical upgrades, processing of OCI applications at all CKGS Visa Application Centers and Embassy/Consulates will be DELAYED until further notice.

After preliminary scrutiny, if there is any adverse information against the applicant, prior approval of the MHA shall be required before grant of registration. The MHA may approve or reject the grant of registration within 120 days from the date of the receipt of the application. If the grant of registration as an OCI is approved by the MHA, the Indian Mission/Post shall register the person as an OCI.
If it has been found that the registration as an OCI was obtained by means of fraud, false representation or concealment of any material fact or the registered OCI has shown disaffection towards the Constitution of India or comes under any of the provisions of section 7D of the Citizenship Act, the registration of such person will not only be cancelled forthwith but he/she will also be blacklisted from visiting India.

A person of Indian origin (PIO) who possesses a foreign passport, can apply for registration as Overseas Citizen of India (OCI) Cardholder subject to fulfillment of criteria laid down in Section 7A of the Citizenship Act, 1955. The OCI Cardholder is entitled to lifelong visa for visiting India and is not required to report to FRRO or local police authorities irrespective of length of stay in India. Besides, they are treated at par with NRIs in the economic, financial and educational fields except acquisition of agricultural and plantation land.
