Respected Sir,	
	I am running Govt. of Maharashtra Authorize Rationing Shop for more than 25 years, on dated 3.11.2017 delivery of wheat sent by FOOD CORPORATION OF INDIA at Borivali Godown MUMBAI, thought our Association name M/S. SAISHAKTI GRAIN DEALERS ASSOCIATION office situated at Tardeo Mumbai, to delivery to the Govt. of Maharashtra Authorize Rationing Shopkeeper’s under Mahalaxmi Rationing Office area along with, Govt. of Maharashtra Food grain track sheet, through truck No. MH04GC3197.
	On dated 4.11.2017 at about 11.28 A.M to 11.45 A.M. above mention delivery of wheat received, vide receiving the delivery measuring on platform scale at 107/c Sohni Mansion, gala No.2, father Rationing shop, next to my Rationing shop, Suddenly Mr. Ashok Agrawal inter in to shop and forcible physically-Puch me & stated abusing, threat & dared me of consequences, and pick up track sheet from the shop & Torn Govt. of Maharashtra Food-grain three color tracks sheet- From-I.
	I went at Gamdevi Police Station at 11.52 a.m. for lodge a complaint against Mr. Ashok Agrawal Male 48 years; I was sitting in police station and waiting for my turn, when my turn came Duty officer informed me to bring Torn pieces of Govt. of Maharashtra Food-grain three color tracks sheet- From-I., & Photographs images Capture in mobile, immediately I turn out and brought, Torn in many pieces tracks Sheet & images in Mobile, Torn in many pieces tracks Sheet after Torn in many pieces thrown at shop flooring. But after making long sitting in Police Station than Duty officer refused to register my Compliant.
	The above matter is also informed to your Rationing Office & Association for to take further action.
	Government Document to torn is criminal case begins from the filing of a First Information Report (FIR). It is the first stage in criminal proceedings. 
	Ashok Agrawal inhabit of giving wrong stating as per his safety with different people at different place and different time.
	
	So complaint against him should be registered with your office and action be taken against him.

Send a written complaint to the Superintendent of Police or Commissioner of Police , as applicable in your area.

FIR can be lodged by one this way and also you can opt for filing a complaint case in court directly.

If your FIR has not been lodged, escalate the matter to the higher Police Officials. You can meet the SSP or can alternatively send a letter to him, requesting him to direct the concerned Police Station to lodge a FIR in your matter.

It your right to lodge and FIR and the same can not be refused by any police official, however if the police person is refusing to lodge an FIR send the complaint to SSP by Fax and post and still if no action is taken, file a complaint before the magistrate under section 156(3).

If the local police refuses to register the complaint then you may take up this matter to the higher police officer of the district with a request to direct the local police to register the complaint and initiate proper legal action as per law agaisnt the culprits.

You can lodge a complaint with the Food cell police also about this.

If the police is not cooperating and no action is initiated by the police in this regard, you may approach the jurisdictional magistrate court with a complaint under section 156(3) cr.p.c. seeking direction to the police to initiate proper legal action against the complaint pending before them.
