I am a govt employee of uttarakhand govt. i am a field employee, my boss is forcing me to take double charge, i told him to give extra charge to any senior employee as i am the junior most employee there. can a govt employee forced to take charges of more than one post?

You are junior employee and should not antagonise your boss

1. Check the service rules.

2.If double duty is not permissible then he can not impose the same upon you.

3.You may attract the attention of the higher authority though by way of writing complaint about this injustice.

4. However during emergency additional charge may be given.

5. Do note that additional charge is generally temporary in nature and no substantive work is to be done.

he can do so and give some more work by passing administrative order. but such administrative order must be passed in exigency, he cannot pass such order in regular course. if other officer or senior officer is available and can take such work then he cannot over burdened you. such order must bear some condition along with reason that in which condition this order being passed.

A government employee would be served with a standing order about the task assigned to him and if at all any additional charges are to to be entrusted, an office order shall be published in that regard.

The above is the legal procedure but who cares. The person sitting as authority in government departments often flay the law or flout rules for their convenience.

You may politely refuse the additional charge without an office order or an order in writing after which you can think of legal steps in this regard
