You can change the name on aadhar by simply visiting the aadhar website and also same procedure can be opted for PAN.

In support you will have to give following documents:

An affidavit

Newspaper advertisement

Gazette publication

1) you have to execute an affidavit. it must mention your current name , desired new name , reasons for change in name . it has to be executed on non judicial stamp paper of Rs 100 . affidavit has to be signed in presence of notary public

2) you can proceed to change your name by publication in official gazettee and 2 local newspapers

You can then on basis of gazette notification change your name in PAN card and Aadhar card

For changing your name yo should first affirm an affidavit with details of your old name and the name by which you desired to be known in future

After that get the information published in a newspaper, on receiving no objection from anyone till fifteen days from the date of its publication, you may proceed with an application before the government press for publication of your change of name in the government gazette publication in their next issue.

You can get it changed in the said records subsequently on the basis of government gazette publication.
