My land is in kharadi sno56/6 and it is classified in type 2, On this land GOVT. Has sanctionned BD1 and PMt reservation as per development plan. In this case while placing the file for tdr should I have to clear this land from class 2 to 1? And for that how much % I have to pay to GOVT? The ready reconer value is rs3840 per square meter.

The classification of land is written on my 7/12 under etar hakh "Zuni Shart 2" and my 7/12 area is 6800 sqMts.
