I live in Delhi. And I have Delhi OBC Non-creamy Layer certificate. I last renewed it in 2018. My father is in Govt service in ESIC as UDC. My father's salary is less than 8 lacs per annum. My mother is a homemaker. Now I am married. My husband also has OBC NCL certificate. He is in public sector bank and working as a Clerk. His salary is also less than 8 lacs per annum. Now I want to renew my NCL certificate but have some doubts. Please clear them. 1. Whose job status/post will be considered? Father or husband? 2. Salary will be considered? if yes then whose? 3. Which area SDM should I approach for it. Father's location or my husband's location? 4. Does age relaxation in Govt job is considered on the basis of OBC only or OBC NCL? 5. As in Delhi, the NCL validity is for financial year and is valid upto 31st March. So, one have to renew it every year. My doubt is what will happen if a Govt Job advertisement says that "candidates should be in possession of relevant certificates (EWS/SC/ST/OBC/Non Creamy layer/PwD/Educational/Experience etc.) on or before the cutoff date/closing date/last date of advertisement" and the last date is 5th April? As validity is upto 31st March and its impossible to get a new renewed certificate in 5 days?(before 5th April). 6. If say, someone(not me) lost the offline hardcopy OBC certificate(not downloaded from the internet. jab sirf offline hardcopy milti thi). Can I get the duplicate one and how? or do I have to make a new one? Please guide me clearly pointwise. With Regards

The OBC NCL certificate is valid for one year only from the date of its issue, hence it cannot be termed as renewal, it is called as fresh OBC non creamy layer certificate.
Now to your questions:
1. If you would like to avail reservation under OBC NCL category quota, then the status will be that of your father's and not of your husband's status.
You will continue to get benefits out of your father's present status only.
2. Since the status itself will be that of your father, then the income also will be considered to that of yor father alone.
As your father is government employee, his salary income shall not be taken into consideration for computing his annual income for this purpose.
3. You have to approach the authorities within the jurisdiction where your father is residing.
4. The age relaxation is on the basis of OBC only and not that of the OBC NCL.
The non creamy layer certificate is given for further relaxations only.
5. In that case you can produce the certificate later also but you may have to produce the previous year certificate which was valid till 31st March of that year.
6. You may have to approach the same authority to issue a duplicate certificate for the reasons you rely upon.
