There is one property belonging to Meena community in Jaipur . The land is already converted to resort conversion. What are the chances that a non SC-st caste can buy the resort converted land. And if yes how to go about applying for patta and registering the same on non SC/ST person. Thanks

Either you have to take no objection from the district magistrate otherwise in case you are creating any organisation are cooperative society you have to make that person member of that society so that you can use that land
Depends whether land self acquired by SC/ST and land allotted or purchased under concession scheme of govt. or in notified area.
Self acquired from general or SC/ST not under any concession can be purchased. Otherwise most of such resorts operates on reserve land through contract. No actual sale on documents.
1. Meena (Mina) caste is under "reserved /benefit" category. Land allotted /belonging to such community CANNOT be Sold to outsiders without the express permission of the district collector.
2. Such reserved category lands in possession of general category persons are liable to be forfeited by Govt., IF prior permission to acquire such land is not taken from Collector office.
If the property was not allotted to the person belonging to tht community and if it was a self acquired proeprty of the person selling this property then there is no question of property belonging to SC/ST community people, it is another ordinary property for sale being bought by a desirous buyer.

Non sc/st person cant buy a land reserved for sc/st people. Only if the scheme of the land permits it's withdrawal then only he can buy the same.
