1. Yes they can file writ petition before High court for loss of job due to decrease in number of required teacher per school.
2. They can demand alternate post if they are to be removed from job due to this retrenchment.
Loss of post gained by recruitment
Combined andhrapradesh established Ap model schools in year 2013 with 60%contribution from state , later central delinked and they came under state govt. Posts sanctioned at the time of recruiting is principles-1, PGT -13, tgt-6 total 20regular posts per school. Later in the year 2018, it removed one PGT Telugu post out of 2 and introduced one tgt Telugu post. But the candidates selected for 2 PGT Telugu posts in 2013. As one of the PGT Telugu post was removed the candidates selected were more than the single PGT posts.now the newely introduced tgt posts were filled in DSC 2019. Do pgts can fight for survival of the PGT post.

You need to file writ petition in high court
If the candidates are aggrieved by this decision of the government then they may make a representation through proper channel.
If they don't get any relief or favorable result they may approach court with a writ petition for relief and remedy.
If post was removed before recruitment advertise and only for one PGT post. No remedy.
you can challenge it by filing a writ petition under Article 226 of the Constitution of India in the AP High Court..
