There is no specific law under the laws of India catering to the blog aggregator however you will be governed by Information technology Act and Intellectual property laws.

Visiting many separate websites frequently to find out if content on the site has been updated can take a long time. Aggregation technology helps to consolidate many websites into one page that can show only the new or updated information from many sites. 

A news aggregator provides and updates information from different sources in a systematized way. "Some news aggregator services also provide update services, whereby a user is regularly updated with the latest news on a chosen topic

The Indian Copyright Act, 1957 applies to 'work', which is defined under Section 2(y) as

(i) a literary, dramatic, musical, or artistic work;

(ii) a cinematograph film;

(iii) a sound The said definition is exhaustive and not inclusive, signifying the parameters of Section 16.

Once a copyright is granted, the holder is given certain exclusive rights like those of reproduction, performance, translation and adaption.

Any exercise of these exclusive rights by a person not granted a licence constitutes infringement.

Fair Use” and “Fair Dealing” is not defined in the Copyright Act, 1957. Further Section 52 (1) deals with, fair dealing as a defense applies only to literary, dramatic musical or artistic work.

It should be noted that fair dealing applies only with respect to work and not to reproduction of the work. Reproduction of the work or substantial part of the work will not be permitted; only quotations or extracts from the work will be permitted and if the work qualifies under “fair use” then it would not be considered an illegal infringement.

Aggregation of news and summarizing it is alright. However, you have to keep in mind copyright laws. My recommendation would be to check out News In Shorts and then consult a lawyer for a face-to-face meeting to evaluate how the business should start so that you are in the right direction to raise subsequent funding.
