Employees are allowed to go on deputation to ex-Cadre posts and an officer in a higher scale of pay is not appointed on deputation to a post in a lower scale of pay.

Deputation to a lower post and fixation of salary
Sir.. I am from Rural Development and Panchayat Raj department, government of Karnataka and promoted as Assistant Secretary in Zilla Panchyat Office from my old post (Assistant Engineer) in Rural water supply division. Now I want to go back on deputation as Assistant Engineer in same division. Is there provision for this case and what will be my salary if deputation is permitted?

You may not be able to go on deputation and lower post as the benefit of pay parity will not be available in this case and you will have to receive lowest salary in case your deputation is allowed because of the parity allowed in the government departments you have to get at least same salary in your next post where are you are being posted under deputation.
Your previous salary or whichever is lower salary that is treated.
Going on deputation to your parent department will be the discretion of the competent authority .
If no rule permits you for this desired deputation then you may not claim it as a right.
The salary on deputation will be the same what you have been drawing in the parent department.
Of course deputation allowances may be paid to you in addition to your salary provided the deputation was in the interest of the government.
Deputation is diiferent and you cannot be given lesser salary from what you are getting.
Technical resignation is only way out but it's difficult to take lower post in same dept through the said resignation
Ok thank you. As I have been promoted as Assistant Secretary, I have to work under Chief Executive Officer (CEO), Zilla Panchyat. So who is the competent authority? And if CEO uses his/her discretion powers to allow me on deputation or send me to a lower post to work then is it right officially?

The CEO of ZP or the District Collector shall be the competent authority to you, hence you may forward the representation to the competent authority through proper channel.
Let the authority decide based on the prevailing laws in this regard.
The ceo of zila panchayat is collector usually. He cannot send you to work at a lower post unless there are some contingencies. Competent authorities can be found out by asking the local people.
