• Trai rule on set top box view card return and security deposit refund

I am Mahesh from Chennai who is a victim of airtel dth from start on all areas. Their method of operating business and method of handling customers is too scary. 
1.My connection happened on 2018 March by taking a number which claimed direct airtel later claimed dealer.
2. At that time it was mentioned rs.1290 in their ad with no installation and free subscription for few months.
3. Also in my flat (604 units) most of it are airtel (coz association and builders connection with airtel) already no installation with 1 yr base pack free was prevailing which i came to know later.
4.rs.1999 was paid for which no split up given when asked and no antenna / 10 mtr cable given and gave connection through common. But amount included for antenna,installation,cable.Dealer decided the plan on his own.
5. First 5 days no service happened , no response from both cus.care/ dealer. Cus.care says u bought from dealer so they r not responsible/dealer speaks arrogant you had gone to cus.care so don reach us.
6. Then when i wrote that i don want any service as they can take the box and close the account for which they attended and admitted that some minor technical fault in box /corrected and took another 200 for that.
7.I was stubborn to return for which they said as per rule neither refund nor take the box anytime ,once given given and cannot close the account and extended services on their own.
8. My poor old mother for whom only i gave connection whose number was given for address ref while installing was noted by airtel and treated that number like customer with auto msgs and convenient formality calls after me writing she should not be disturbed as mine is the registered number.
9. The service was poor many times ( no signal)later it's observed whoever had connection with common amplifier will face that which was not rectified for long and u need to put antenna. For info whoever had connections with common won't get service not only me.
10. Recently on 17 th Oct last month i recharged for 249 rs but no service for three days and after painful efforts to customer care they said they will send technician which will cost 150rs. I said no need for flats fault why i should pay.but they send on their own (noon) (20th Oct)who checked my box is good and notified the fault in common terrace area and said the amplifier gone long time back and changed the amplifier in late evening and gone.
11. 2 to 3 days it worked and no service from 23rd saying no balance. (If i recharge for 200rs comes 15 days). Then i recharged on 26th rs410but no service saying low balance.27 th diwali spoiled.cus care and other no response till 29th.
12. After my mails to nodal officer with proofs and details services resumed claiming no refund or closure. I am stubborn to close for which they said wil reimburse my balance.when asked about box / view card return,sec.depst,antenna,cable no answer.
Can they say they can't close or take back or refund.

You can send them a legal notice and file a complaint at consumer court. They need to refund and pay you compensation for mental agony and torture

You may compile all your grievances in writing and first send a written representation to the airtel company seeking their intervention and to redress the grievances immediately.

If there is no reply or if they fail to cooperate or accede to your request , you may drag them to the consumer forum with a complaint seeking compensation for the deficiency in services and also for the unfair trade practice.

You were advised to record the evidence in writing about the arrogant behavior of the customer care or the dealer in this regard and also a reply from the company to your request o close the connection.

After that you may approach consumer forum seeking redressal of your grievances including compensation for the mental agony you suffered.
