Deputation Allowance
Sir, I got an offer letter for the post of Senior Accountant in the O/o the Principal controller of Communication Accounts, Chennai on deputation basis. I am working in Government of India, IAS Academy, Mussoorie, Uttarakhand as Assistant. The post of Assistant is in Pay Matrix Level-6 as well as the post Senior accountant in borrowing department is in pay matrix level-6. However, I got 2nd MACP and drawing pay in matrix level-7. I will opt parent cadre pay matrix in the barrowing department. In this instant case whether deputation allowance of 10% is admissible or not. The barrowing department has referred in my offer letter DoPT OM No.22034/5/2001-Estt(D) dated August 20, 2001. Kindly clarify the exact provision of rule to get the deputation allowance for those who are upgraded under MACP.

DA not admissible if appointment to the same post in another cadre as interim arrangement.
Your upgraded pay shall not be considered for deputation allowance which will be calculated on existing pay .
Deputation allowance will not be applicable because you are going to join on same pay grade in another department.
All are replied based on DoPT OM dated 20/8/2001. However, no one opined the existing provision to get the deputation allowance. In this regard kindly refer DoPT OM No,2/11/2017-Estt.Pay-II) dated 24/11/2017 and give your opinion on it. It means you have not experienced advocate in service matters. My consultation fee of Rs.500/- was waste of money. One of your advocate said approach to the high court in this chilly matter. Request confirm whether the deputation allowance admissible or not in terms of ibid OM 2017. I have decided that I will contact with you in future in connection with service matters, because of I have not satisfied in your service.

It's allowed in your case but most of the times administrative hurdles are obstructing the same in govt jobs for which only writ jurisdiction is applicable.
OM is only informing rates and not eligibility for DA. Take a plea that headquarter is change so you are entitle to DA.
It's alright sir no one have the knowledge of all the world you can contact some local advocate who is dealing in service matters.
