Inter-se seniority between Direct Recruites and Promotees (Central govt)
Sir, I am Promoted as Sr Draughtsman [deleted] from the post of Draughtsman. Some Direct recruitment process of Sr Draughtsman started from year 2013 but they all are appointed from [deleted]. Please suggest who get earlier seniority.

Sir, As per my study on policy Inter-se seniority determined Rotation of Quota is depend on 'Availibility'. Availibilty means who are join the post/service. Seniority must be updated year by year. In my case when I was promoted 01 Apr 2014 there was no any direct recruitee join the post in 2014. They all are start joining in year 2015 and after it.
As above as I should be senior than all direct recruites.
Please help am are right?

Sir, In my case as per 'Rotation of Quota' 40% Promotes & 60% Direct recruites for 'Available' candidates.
In year 2014 ( 01 Apr 2014) I was promoted & hold the post with 03 others as Sr Draughtsman. And there are no any Sr Draughtsman (Direct recruites) join the post in year 2014.
Two candidate's result declare on 12 Dec 2013 & others result declare on 17 Apr 2014 but All direct recruites join the post from 23 Feb 2015 and after it.
1. As per policy Last date of DPC is applicable in seniority for Promotee to Promotee.
2. And Result date is applicable for Direct to Direct.
3. Inter-se seniority between Promotee to Direct need 'Availibilty' of candidates in particular year.
because seniority roll must be updated year by year.
For example:- now in last of the year 2019 if seniority roll being updated, considered only candidates who are 'Available' join the post till 31 Dec 2019. Not them who will be join in year 2020 of after it.
