You have not mentioned whether the land is Agricultural land or Non Agricultural land?. Whether layout has been formed or not. Kindly elaborate full form of CMDA. For what purpose you want approval. for regularisation of the land or for construction of Building? It is better if you can send the sale deed of 1979 from whom you have purchased. Whether it is registered or not.

If your father purchased this patta land by a registered sale deed executed by the vendor after fulfilling the conditions imposed agaisnt the selling of the patta land, then the purchase is valid and based on his registered sale deed, he can submit an application for plan approval from the authority competent to grant the approval or sanction the same.
